Council on Legislation

Every three years, Rotarians meet at the Council on Legislation to review and vote on proposed changes to the legislation that governs Rotary. They consider enactments, which change Rotary's governing documents, and position statements by the RI Board

Council on Legislation
Every three years, Rotarians meet at the Council on Legislation to review and vote on proposed changes to the legislation that governs Rotary. They consider enactments, which change Rotary’s governing documents, and position statements by the RI Board.

Council Representatives
Each Rotary district chooses a representative for a three-year term. These members represent their districts at all three meetings of the Council on Resolutions and at the Council on Legislation during their term.

District governors had until 30 June 2020 to report to Rotary their district representatives for the term covering 1 July 2020 through 30 June 2023. Representatives will participate in the:
• 2020, 2021, and 2022 Councils on Resolutions
• 2022 Council on Legislation

Council Representatives Training
The Rotary Code of Policies provides that the 2021 Institutes (Summits) must include training for the 2022 Council on Legislation. This training is mandatory for representatives in order to be reimbursed for their Council expenses (RCP 59.040.2 and RCP 59.080.1).

Two Council sessions must be held at each Rotary Institute. They are:
• A training session to last at least one-half day, limited to representatives and alternates and conducted by highly experienced Rotarians with previous COL experience, to discuss the operation and procedures of the Council, but not the substance of proposals. This session is mandatory for representatives to attend. Alternate representatives are strongly encouraged to attend, in case that a representative is unable to fulfill his/her role.
• A plenary session to discuss the substance of selected proposals to be considered at the next Council. The purpose of this session is to allow voting representatives the opportunity to hear the views of Rotarians from their area of the world. The selected proposals will be circulated nearer the date of the Summit.
Representatives who are unable to attend their Rotary Institute may attend the Council training session at a different Institute, but they must notify both their Institute’s Lead COL trainer (RID Stephanie Urchick) and Council Services (council_services@rotary.org), if they decide to do this. If they are unable to attend any of the Institutes, we ask that they notify Council Services immediately.

Alternate representatives are also strongly encouraged to attend the Council training sessions, though it is not mandatory. However, if a representative becomes unable to attend the 2022 Council before the Institute training takes place, the alternate will be required to complete the training. Please contact Council Services as soon as possible if your district’s representative changes.

The half day training will take place on Thursday, September 30 at the Naples Grande Resort Hotel in Naples, FL. This session will start at 9.00 am. The plenary session will take place that afternoon at a time yet to be determined.

All Representatives should plan on arriving at the hotel on Wednesday, September 29. You are encouraged but not required to stay on for the rest of the Summit. Registration for the Summit and the COL sessions is now open. You may register either through DacDB
Alternate representatives are also strongly encouraged to attend the Council training sessions, though it is not mandatory. However, if a representative becomes unable to attend the 2022 Council before the Institute training takes place, the alternate will be required to complete the training, or the alternate and their district may be required to fund the trip if training has not been completed. Please contact Council Services as soon as possible should your district’s representative change.
